Non-payment
of Two-wheeler (Scooter/Motorcycle) Charges
This is regarding non-payment of two-wheeler charges to the IPs & ASPs
using their scooter and bike for the official duties while on tour. As per FR &
SR, all the employees’ right from grade pay of Rs. 1800/- to highest rank
officers are entitled to use their own Scooter/Motorcycle during tour. The rate
of road mileage for journey performed by own scooter are paid Rs. 8/- per km.
But in Himachal Pradesh postal circle, the same are being denied to the
IPs/ASPs, who are actually using their own scooter or motorcycles for their official
tours and claiming the same in their monthly TA bills. Please look into the matter
and issue necessary instructions in this regard.
It is also added that in some cases even the road mileage on foot @ Rs. 5-00
per km has been denied by the divisional heads on the pretext that bus facility
in available on that route and TA Bill is sanctioned by limiting it to Rs. 1-44
per km (notified rate of HRTC for hilly terrain). This type of tendencies also needs
to be discouraged. Please look into the matter
and issue necessary instructions in this regard.
2. Non-payment of RPLI
incentive in accordance with the revised incentive structure to IPs and ASPs in
H.P.
This
is regarding non-payment of RPLI
incentive to IPs & ASPs in H.P. Circle w.e.f. 01-10-2009 in accordance with
the new revised incentive structure circulated vide the Directorate letter no.
26-02/2009-LI dated 16.01.2013. Most of the divisions have sanctioned the
incentive bills in accordance with the old incentive structure, which is not beneficial
to the employees and also against the true spirit of the revised rules.
Please
look into the matter and issue necessary instructions to the concerned
Divisional Heads who are the sanctioning authorities for this incentive.
