Some UPDATES

1) Sh. Subhash Chand, SRM Mandi (HQ at CO Shimla) has been ordered to be allotted to Punjab Circle on his own request.

2) 15th All India Postal Carrom Meet will be hosted by Himachal Pradesh Circle in Shimla ( Indira Gandhi Sports Complex) Shimla w.e.f. 20-09-10 to 24-09-10.

3)As per blog of Orissa unit of All India Association of IP/ASP

"The GP upgradation issue of IPs is marred by confusion and chaos at Directorate level. Question of surrendering Gazetted status of ASPs has arisen now while our CHQ insists on retaining the status."

General Secretary must convene an urgent CWC meeting to take stock of the present situation and to decide the next course of action to be followed if the Govt. continues with apathetic and insensitive attitude towards IP cadre.

4)Stepping up of pay Senior Direct recruitees with Junior Direct recruited officials appointed on or after 1.1.2006

The Department of Posts vide its letter No. 1-9/2010-PCC (Pt) dt. 14.09.2010 has provided stepping up of pay of senior direct recruited official with that of junior direct recruited official.

(a) Direct recruits like Postman, PA who are appointed prior to 1.1.2006 and gets lesser pay than Direct recruits, they are entitled to step up their pay with that of junior.

(b) This is not applicable to compare promotees with Direct recruitees.

5) Govt employees near retirement should not be disturbed: CAT,NEWDELHI

The Central Administrative Tribunal has held that government employees on the verge of superannuation should not be disturbed merely because they have stayed for a considerably long period at a particular place.
The apex tribunal said that such a benefit should be extended to superannuating employees to retire peacefully at a particular place after years of dedicated service.
"Merely because the applicants have a long stay and the transfer order could not be implemented so far would not by itself constitute sufficient reason.
"There is an objective based on considerations of welfare behind such provision in the transfer policy as it would enable a person about to retire after a long and devoted service to make arrangements for settling down thereafter with his family, acquire a house if not already done," Member N D Dayal said.

6) PROMOTION NO MORE ATTRACTION- Cicle Secretary Punjab

"INDIA POST has made a long journey and so its employees. It is credited with the largest postal network in the world. There is one serving cadre in the chain of command mostly known as back bone of this reinventing department. In these days Postal Department is attempting to regain its lost glory by implementing and monitoring its traditional service through Project Arrow and make all and sundry accountable in the process but by ignoring the right of postal Inspectors. No body in the department is trying to understand that when the policies were framed at grass root level the service in the country was to the expectation of the people. The Post Office service began to deteriorate and declined as soon as department begins ignoring the right of Inspectors. Instead of giving quick service to the client, the department official showed one kind of lethargy. The main reason for it is lack of supervision. It does not mean that there is no check by IPs. Still IPs are sincere and faithful to the department but they are harried a lot owing to their carrier and pay scale. There is no attraction in the cadre because IPs are more or less remain in the same grade pay after availing three MACPs as their counter parts in PA cadre. Around 30% posts are lying vacant in the IP cadre. Sub divisions are being manned jointly. The situation in RMS is so grave that in LD Dn. one ASRM is manning the work of five ASRM/IRM. No one in the Inspector cadre is willing to even join as divisional head if not posted at the station of his choice. There were days when promotion was treated as a matter of pride but these days it is taken as disgrace. But who cares?"

In Organised accounts departments,after 1/1/2006 S.O. recruited through Staff Selection Commission will be called as Designated SO (Non-Gaz.) for 2 years and after completion of probation they will become Gazetted. Probationary SOs will get 13150+4800 from the day one itself. Why cann't we ?

IPs can also be designated ASP in probation for 2 years ( now also they are confirmed after two years) with GP of 4600. Like Section Officers , they can become gazetted after 2 years. In this way the cadre of Ip and ASP can be merged as desired by DOP and MOF. Also ASPs can retain their gazetted status. And IPs can also be recruited through Staff Selection Commission.

Dear GS of Orissa circle, kindly circulate this proposal to CHQ office bearers and also to senior officers of Dept of Post. This solution seems to be the cure of all issues.
